India’s cybercrime authorities have escalated their crackdown on digital dissent, issuing a takedown order against Bitchat, Jack Dorsey’s decentralized messaging application designed to transmit Bitcoin transactions and encrypted communications over offline Bluetooth mesh networks.

According to reporting by CoinDesk, the Indian Cyber Crime Coordination Centre — a Home Ministry agency — ordered GitHub late Thursday to remove three repositories hosting Bitchat’s open-source code, providing the platform just three hours to comply. The move comes as student-led protesters in Delhi, demonstrating under the ‘Cockroach Janta Party’ banner against a national exam scandal, have adopted mesh-networking tools to coordinate during repeated government-imposed internet shutdowns.

The order represents a direct test of Bitcoin’s foundational promise: the ability to transact without state permission or intermediary control. It also underscores the deepening tension between governments seeking to suppress dissent and technologists building tools designed specifically to circumvent such suppression.

How Bitchat Threatens Law Enforcement

The Indian authorities’ objection to Bitchat is explicit and technical. In their notice under Section 79(3)(b) of the IT Act, they argue that the app’s architecture “significantly impedes lawful interception, attribution, and investigation by law enforcement agencies.”

That assessment is accurate. Bitchat requires no registration, phone numbers or centralized logging. Messages relay between devices over Bluetooth without touching a server, meaning there is no central repository of communications for police to access. The application, which Dorsey released as open-source software in July 2025, also bundles Bitcoin payment functionality — it passes transactions phone-to-phone through mesh networks until a connected device broadcasts them to the blockchain.

For law enforcement investigating protest coordination or financial flows, the app is functionally invisible. For protesters facing internet blackouts, it is indispensable.

The Delhi Protests and Mesh Networks

Since July 20, Indian cities have witnessed some of their largest demonstrations in years. Student protesters rallying against an exam scandal have faced tear gas and baton charges. The government’s response has included rolling internet suspensions around protest sites in New Delhi — a tactic designed to disrupt coordination and information sharing.

Researchers have documented demonstrators turning to Bluetooth mesh applications, including Bitchat, to maintain communication once conventional connectivity disappears. The Indian government’s takedown order directly targets this capability, naming Bitchat as a threat to public order and law enforcement.

It remains unclear whether GitHub complied with the three-hour deadline as of publication. As of Friday afternoon Asian time, Bitchat remained available on both Google Play and Apple’s App Store, suggesting either non-compliance or slow enforcement. However, open-source code often exists in multiple repositories across different platforms — a single takedown rarely eliminates the software entirely.

The Broader Implications for Bitcoin’s Promise

The episode tests Bitcoin’s actual utility as a censorship-resistant tool. For years, Bitcoin advocates have argued that the network’s permissionless design enables financial transactions even during state crackdowns. Bitchat operationalizes that vision: it allows Bitcoin payments to move through populations cut off from the internet, passed hand-to-hand through mesh networks until they can reach the blockchain.

India’s response — treating the application as a national security threat — reveals how seriously governments take this capability. It also highlights the gap between Bitcoin’s technical resilience and the regulatory and legal tools governments deploy to suppress its use during moments of political friction.

Microsoft, which owns GitHub, has removed repositories under Indian legal orders before. The company’s compliance record in such cases will partly determine whether this takedown succeeds in limiting Bitchat’s adoption. But as open-source software, the code’s survival depends less on any single platform and more on how widely it has already been copied and distributed across the internet.
